I guess you could buy a Bluetooth dongle that is Microsoft Bluetooth compatible and when you connect that dongle to your USB port, Microsoft looks for the driver (the Bluetooth sw) and if it is not present(some how Is compatible with the Microsoft Bluetooth.

You can conect with Fujitsu Free sw to some Bluetooth services in the phone like you say, but Nokia PC Suite only works with Microsoft Bluetooth I think Fujitsu guys are right, your Fujitsu free Bluetooth software simply is not compatible with Nokia PC Suite.
